César has more than ten years of representing the Guatemalan private sector in legislative processes; he has negotiated and drafted bills, regulations, and reforms. As a founding partner of Sigüenza & Carrascosa, he has led lobbying strategies for the financial sector regarding issues such as data privacy, bank secrecy, anti-trust law, credit cards, among others. César has specialized in the study and institutional design of public and private entities, providing them with the incentives that allow them to meet their goals. Likewise, within the firm, César has implemented methodologies that allow us to observe measure and generate political and legal prevention strategies.
